About — ReportBase

ReportBase is an independent database of reported online abuse. It exists because the alternative — screenshots circulating with no source, no date and no way to check them — serves nobody. A record here states what was submitted, when, by what route, and how far it has been reviewed.

ReportBase is an independent abuse-documentation platform and is not affiliated with Discord Inc. It is not a law enforcement body, it is not a court, and it has no authority to sanction anyone. It records material. What anyone does with that material is their own decision and their own responsibility.

What a record means

A ReportBase record documents submitted or reviewed evidence. The existence of a report does not by itself establish that a person committed a crime. This is the single most important thing to understand before reading anything on this site.

Each record separates two different kinds of information, and the interface keeps them apart deliberately:

Observed account information — the username, display name, platform user ID and the aliases an account has been seen using. These are facts about an account, recorded with the dates they were observed.
Allegations — what reporters have said about the account. These are claims. They are described as claims throughout, and they are never rendered as statements of fact about a person.

Every allegation carries an assessment of the evidence supporting it. That assessment describes the material — how clear it is, whether it comes from more than one source — and never asserts that the underlying claim is true. Evidence rated Strong is still evidence of an allegation, not a finding.

Why accounts are identified by platform user ID

Usernames change, and change often. The numeric user ID a platform assigns to an account does not. ReportBase therefore keys every record on the immutable platform user ID and records usernames as dated observations, so a record remains findable after a rename and a rename cannot be used to shed a history.

It also means the reverse protection holds: someone who takes over an abandoned username is not associated with the previous holder’s record, because the underlying account ID is different.

Verification statuses

Every record carries a status describing how far its supporting material has been assessed:

Unverified: Reported, but the evidence has not been checked yet.; A report exists but the supporting material has not been assessed.
Under review: A reviewer is looking at this now.; A reviewer is currently assessing the submitted material.
Evidence corroborated: Supporting material was independently confirmed.; Submitted material was checked against at least one independent source. This describes the evidence, not a finding of guilt.
Reported to platform: Passed to the platform's safety team. The outcome is not known.; The material was forwarded to the platform's trust and safety team. It does not indicate what action, if any, the platform took.
Reported to authorities: Passed to law enforcement. That is not a charge or a conviction.; The material was referred to a law enforcement body. A referral is not a charge, a prosecution or a conviction.
Disputed: Someone has contested this record. Read the note on it.; The subject of the record, or another party, has contested its accuracy. The dispute is recorded alongside the record.
Closed: No further review planned. That is not a conclusion either way.; No further review is planned. Closure does not imply a conclusion either way.

What ReportBase will not do

Publish private personal information. Home addresses, phone numbers, workplaces, financial details, government identifiers and information about relatives are removed before anything is published. Where a document is otherwise useful, a redacted copy is published and the original is retained privately.
Publish anything automatically. No submission appears on the public site without a person reviewing it first.
Label anyone a criminal. No wording on this site describes a person as having committed an offence.
Act as an emergency service. If someone is in immediate danger, contact your local emergency number. ReportBase cannot help with an incident in progress.

Corrections

Anyone — including the subject of a record — can request a correction. Requests go to a separate queue and are reviewed by a person. A record may be amended, a dispute may be recorded alongside it, or unsupported information may be removed. Where a record is contested, the dispute appears on the record itself rather than being resolved silently.

Submitting a report

The submission form asks for firsthand material where possible. Read the reporting policy before you submit: it explains what makes a report usable and what will cause one to be rejected.
